This is the aid to pay the electricity bill to the self-employed and companies affected by COVID-19



The Government will allow self-employed workers who have ceased their activity or have seen their turnover reduced as a result of COVID-19, the right to benefit from the social electricity bonus. The social bond is an aid that the Government grants to consumers to face their electricity bill. This new measure is in addition to those previously approved by the Executive and some electricity companies to help the most vulnerable families.

The Council of Ministers has approved this Tuesday the Royal Decree by which urgent, complementary measures are adopted in the social and economic field, to face COVID-19, and in it the group of recipients of the social electricity bonus is expanded.

This electricity social bonus will be eligible for exceptional and temporary all people who work in the self-employed regime who are affected by COVID-19, have a regulated rate and have an income equal to or less than the thresholds referred to. the IPREM -Multiple Effects Public Income Indicator-. In order to acquire this status of vulnerable consumer and access the social bonus as a consequence of COVID-19, it is necessary to meet two requirements:

Self-employed workers or family members of the same family unit affected by COVID-19.

That the income of the holder of the supply point or, if they are part of a family unit, the annual joint income of the family unit to which they belong is equal to or less:

2.5 times the Public Indicator of Multiple Effects Income (IPREM) of 14 payments, in the event that the holder of the supply point is not part of a family unit or there is no minor in the family unit;
at 3 times the IPREM index of 14 payments, in the event that there is a minor in the family unit;
to 3.5 times the IPREM index of 14 payments, in the event that there are two minors in the family unit.

As shown in the table, all family situations affected by COVID-19 have seen their economic threshold increased in order to qualify for the electricity social bonus compared to the usual criteria for accessing it.

What will be the discount

In accordance with the Royal Decree that regulates the current social bond - Royal Decree-Law of urgent measures for the energy transition and the protection of consumers - those consumers considered 'vulnerable' will have a 25% discount on their electricity bill .

Therefore, consumers who can benefit from this help as a result of COVID-19, being considered a vulnerable consumer, will be entitled to the same percentage discount, that is, 25%.

For how long will those affected by the coronavirus benefit from this aid?

Users may benefit during the time they are affected by the situations mentioned above, the consumer being obliged to notify the reference marketer when the situation has changed, with a maximum period of 6 months.

Other energy measures approved by the Government

The coronavirus crisis has led the Ministry for Ecological Transition and some marketers to approve another series of measures days ago to help the most vulnerable families. These are some of them:

There will be no cuts in basic supplies: electricity, natural gas, oil derivatives and water while the state of alarm is in effect. The measures approved so far prohibited the cutting of electricity, gas and water to vulnerable people. This Decree Law extends that veto to all citizens.
Butane and propane prices are frozen for up to 6 months.
Iberdrola, Endesa, Naturgy and EDP will allow all consumers to reduce their contracted electrical power during the alarm state.
Freelancers and companies will have the possibility to change the access toll and the adjustment of the contracted power at no cost.

When the contract for the supply of the habitual residence of the self-employed or self-employed professional is in the name of the legal person, the social bond must be requested for the natural person, which will imply a change of ownership of the supply contract.

How long will this measure last?

According to the Royal Decree, consumers will have a period of three months once the Alarm Status has ended to request the reactivation of their supply or to once again modify their power and / or access rate of their electricity contract.

All these changes must be effective within a maximum period of five calendar days from when they are requested and will have no cost to the user.

In the event that a power decrease has been carried out, at the time of raising it again, there will be no cost for extension rights as long as the contracted threshold is not exceeded before the start of the alarm state.
